The Corporation of the County of Huron’s Corporate Services department is seeking a permanent full-time Junior Accountant!

Position Summary

To ensure the provision of effective financial management for Tangible Capital Assets, Corporate Services and Provincial Offences, including, but not limited to; financial analysis and reporting, budget planning and preparation, monthly variance analysis, and year-end audit and account reconciliations.  Support the establishment, development and implementation of the County’s Capital Asset Management Plan to meet the needs of all departments.

 Performs accounting functions necessary to provide financial planning, budgetary, management reporting and analytical support in order for Council and SMT to make sound financial decisions.

 To research, develop and implement new financial reporting practices to enhance and optimize current activities and practices while making recommendations for constant improvement.

Role and Responsibilities

  • Prepare month-end / year-end audit schedules and reconciliations for Provincial Offences, Corporate Services and Tangible Capital Assets.
  • Prepare, analyze and submit financial Ministry reports on a periodic basis (quarterly/annually) in accordance with the established contract, either via email or uploaded to a central website.  Then, follow up and liaise with Ministry contacts as well as department delegates regarding clarification, explanation and evaluations of reports.
  • Complete and reconcile various GL accounts on a monthly and/or other periodic basis, including bank reconciliations for General, Payroll, Provincial Offences and Ontario Works.
  • Coach and train the lead financial contacts at various departments on good financial practices and reporting, and treasury policies for the gathering and reporting of financial information in accordance with contract and program guidelines and PSAB.
  • Maintain and monitor banking balances through Cash Management Online systems, report on activity, analyze patterns, prepare and execute funds transfers and respond to requests for payment recalls and unsuccessful payments; including stop payments, voiding payments and initiating repayments.
  • Communicate and liaise with Financial Institutions regarding banking changes, policy updates and opportunities for efficiencies or added services.
  • Track and report on GIC investment income, maturity dates and balances, prepare wires and monitor accuracy of returns on investments.
  • Accurately prepare Journal Entries with supporting documentation
  • Provide support and back-up for the preparation and execution of weekly cheque and electronic payment runs.
  • Assist with Information Systems maintenance; optimization, set-up and diagnostics of DGP and Management Reporter.
  • Maintain, evaluate and assist in the optimization and adherence to the Corporate Records Management classification system while remaining in compliance with the Ontario Municipal Records Management System (TOMRMS).
  • Review monthly payable and receivable reports from the Provincial Offences revenue tracking system (RICOH) and prepare appropriate and accurate payable and receivable information as collected for, and by, other court areas within Ontario.
  • Work collaboratively with SMT and departmental delegates to assist in preparing the annual capital budgets for all departments, and the operational and salary budgets for Provincial Offences, while monitoring and providing advice and recommendations to the departments.
  • Prepare Capital Budget Consolidation and analysis for all departments, track monthly actuals
  • Support the establishment, development and implementation of the County’s Capital Asset Management Plan
  • Maintain and update tangible capital asset accounting information
  • Recognize, track and evaluate funding shortfalls and surpluses while explaining causes; make suggestions and preparations for corrective action.
  • Ensure that County and Departmental operations are in compliance with the appropriate Ministries and their policies and legislation for Provincial Offences
  • Prepare, file and receive HST remittances on a monthly basis via online Revenue Canada Portal.
  • Complete Statistics Canada reports, Credit Applications, EFT Enrollment Forms and requests as required.
  • Update, revise, optimize and maintain the Financial Reporting System (Report Manager) to deliver accurate and timely financial data to departments and Council.
  • Compile, summarize and publish monthly financial statements for the purposes of Council meeting agendas
  • Review and analyze current County operations/internal processes, both operational and financial in nature, to identify issues and problems and develop options and recommendations for improvement
  • Other duties as assigned from time to time.

Qualifications and Education

  • College diploma or University degree in Accounting or Finance
  • 3 to 4 years’ experience in an accounting environment.
